The Lower Apple River grant focus’ specifically with the two miles from the Xcel Hydoelectric Power Plant, downstream to the confluence of the St. Croix River.  The project area includes the Apple River Canyon State Natural Area (SNA), Martell’s Landing Education Center and other privately owned lands.  A portion of the project area lies within the St. Croix National Scenic Riverway.  Existing data show quality habitat throughout the project area, and it is heavily used for recreation, primarily canoeing, kayaking and tubing.

This stretch of the Apple River is an important ecological and recreational and scenic resource.  However, it faces several key challenges:

•   Potential loss of habitat: This area includes striking glacial end moraine, tall cliffs, vibrant prairies and forests and rich aquatic habitat. The creation of the SNA here in 1978 has helped protect a portion of the area, but significant acreage at the confluence and along the Apple is unprotected and at risk for development.  It’s location near Highway 35 and the proposed Stillwater Bridge crossing makes it particularly vulnerable.
• Water quality concerns:  While the Apple is treasured for its clear water, according to the St. Croix Basin Water Resources Planning Team, the river is responsible for 13% of the phosphorous load to the St. Croix River.  Most of this pollution is attributed to nonpoint sources, such as stormwater runoff from urbanizing areas and agricultural lands within the watershed.
• Recreational use factors: Thousands of people flock to the river for tubing and paddling.  While this recreational use allows visitors to enjoy this vital resource and supports an important tourism industry, it also can cause problems if users do not treat the river with respect.

Nonprofit and government agencies are currently working on aspects of these problems.  But by taking a coordinated approach we can enhance the work of individual partners and achieve a holistic plan that leverages and catalyzes current efforts.

The overarching goal of this project is to secure the long-term protection and improvement of the Lower Apple River through partnership-based management.
